Description of Work
The primary functions of the position are as follows:
- Process applications for permits under the Coastal Area Management Act and the State Dredge and Fill Law, which involves circulating applications and receiving and assessing comments under a multi-agency joint state and federal review process. Areas of jurisdiction include mainland Carteret County, Craven County and all counties to the north;
- Within area of jurisdiction, coordinate the intergovernmental consultation on Federal projects and/or actions that per the Coastal Zone Management Act (CZMA) must undergo review by the State of North Carolina for consistency with the NC Coastal Management Program
- Provide coordination and technical assistance to the Division and the Coastal Resources Commission for special projects as directed by Division management.
Knowledge, Kills and Abilities
- Substantial knowledge of coastal environmental issues.
- Knowledge of trends in development.
- Experience bringing together the disciplines of a multi-disciplined, multi-agency joint state and federal review team.
- Experience finalizing permit applications, consistency statements, reports, or other work products.
- Experienced in one or more of the following disciplines: fisheries, wetland ecology, biology, coastal geography, storm-related issues, technical writing, and/or regulatory processes.
- Experience making presentations and/or public speaking.
Minimum Education and Experience:
Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution, and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
